System Accessibility iconSYSTAN has been involved with paratransit operations since the first dial-a-ride systems were developed in the early 70's. Over the years the firm has reviewed planning models, surveyed system software, prepared area-wide plans, recommended institutional structures, written system specifications, developed regional policies and authored a widely distributed paratransit system handbook.

REPRESENTATIVE PROJECTS

Accessible Transit Service Policy in Chicago. In response to a lawsuit against Chicago's Regional Transportation Authority, SYSTAN worked on a range of marketing, service and policy matters dealing with accessible service on both fixed-route buses and paratransit. The firm prepared an impact assessment plan, developed an accessibility policy that anticipated many ADA requirements, and conducted a market survey which included a seven-day transportation diary of over 900 persons with disabilities. AC Transit Coordinated ADA Plan. Participated in the preparation of a coordinated plan to provide ADA paratransit service to persons with disabilities. Conducted focus groups and telephone surveys with potential users to project demand, allocate the demand among Bay Area service providers, and assess the impact of alternative services and organizational structures on AC Transit. Evaluation of Lift-Equipped Mainline Service. As part of a court-mandated settlement order, SYSTAN developed and implemented an evaluation plan to determine the impact of lift-equipped service on the transit provider, users, and the general public and to compare the costs of such service with those of a complementary paratransit service. Also provided bi-monthly reports on the service and advised a committee of user representatives. (Client: Chicago Transit Authority)

Los Angeles Elderly and Disabled Transportation Service Study. Developed comprehensive inter-departmental guidelines for transportation services to elderly and disabled residents in this diverse metropolitan area. Services included taxi scrip, group vans, lift vans, and reduced-rate bus passes. (Client: Los Angeles Department of Transportation)

Alameda County Paratransit Policy. Assisted in overseeing such accessible services as paratransit operations, a peer guide program for training users of lift-equipped service, and the Paratransit Coordinating Council, a user advisory group. (Client: Alameda County Public Works Department)
